ZBE fines in Spain: what to do

General information about low-emission zone fines, who issues them and the official procedures — without promising outcomes.

Not legal advice

This page gives general information. Procedures and deadlines depend on the municipality and on the notification you received. For your specific case, follow the instructions on the official notification or consult a qualified professional.

Common reasons for ZBE fines

  • Entering with a vehicle whose environmental classification is not allowed in that zone, on that date or at that time.
  • Entering with a foreign-registered vehicle without the prior registration the city requires.
  • Relying on a permit or exemption that has expired or does not cover that vehicle.

Who issued the fine

Low-emission zones are set up and enforced by each city council (ayuntamiento), usually with number-plate recognition cameras. The notification names the issuing authority, the case number (expediente) and the date, time and place of the offence. Always confirm that a notification comes from an official body before paying.

Where to find the official notification

Paying or submitting allegations

Traffic penalty procedures are governed by Spain’s Traffic Law (RDL 6/2015). In the usual procedure, the notification offers two routes: pay with a reduction within the stated period (which ends the procedure and waives the right to contest), or submit allegations. The exact deadlines and payment methods are on your notification — follow those.

Deadlines

Deadlines run from the date of notification and can be short. If you intend to contest, do so within the period stated on your notification.

Court decisions

Some courts have fully or partially annulled ZBE ordinances. Where we know of a ruling, we show it with its source on the city page. An annulled ordinance does not necessarily mean fines already issued are cancelled automatically; for your specific case, consult a qualified professional.
