Methodology & sources
How we collect, verify and publish low-emission zone information, and how the vehicle checker decides.
Sources
We prioritise official sources: municipal ordinances and websites, the DGT, the BOE and regional/provincial gazettes, and published court rulings. Press coverage is only used to locate official sources or court news, and is marked as a secondary source.
Verification levels
- Checked against official source: an editor opened the official source and it confirms the fact.
- Secondary sources only: the fact comes from non-official sources; the checker never answers “access permitted” on these alone.
- Unverified: shown as pending, and the checker answers “unable to verify”.
Every rule stores its source URL, issuing authority, publication date (when available), retrieval date, effective date, verification status, reviewer and revision history.
Four statuses, not one
For each zone we show the legal, operational, enforcement and court status separately. A zone can be in force without fines, or annulled by a court while signs remain in place.
How the checker decides
The checker is a deterministic rules engine: it applies each zone’s structured restrictions to your vehicle and date. No AI decides whether you may enter. When information is missing or contradictory, it answers “unable to verify”. When data has not been re-verified for more than 90 days, we do not give favourable answers.
Monitoring and review
We periodically check permitted official sources and detect changes. AI may help summarise and classify a change, but nothing is published without human review and approval. This is not real-time data.
