Alcobendas low-emission zone (ZBE): rules, labels & fines
Alcobendas created its low emission zone, 'AlcoBEndas ZBE', in the historic centre through its mobility ordinance, published in the BOCM on 23 November 2022. Under that text, only 0 and ECO vehicles, residents and listed services may circulate freely, other labelled vehicles may enter only to park, and through traffic is barred. Press reported in March 2026 a new amendment letting registered residents and B, C, ECO and 0 vehicles circulate and park, phased in until 2028. That amendment and current enforcement were not confirmed officially.

Press (acb-vivir-2026) reports an amended ordinance allowing registered residents to circulate and park regardless of vehicle type, and B, C, ECO and 0 vehicles to circulate and park, phased until 2028; its approval stage is not stated. The ZBE start date (reported elsewhere as 1 Jan 2025) and enforcement were not confirmed officially.
