Bilbao low-emission zone (ZBE): rules, labels & fines

Bilbao's low emission zone has been in force since 15 June 2024 and covers about 2 km² of the city centre. According to the press, B-label vehicles have been excluded since 16 June 2025, subject to exceptions, and most moratoria for unlabelled vehicles ended on 31 December 2025. Official pages could not be accessed for verification.
