Madrid low-emission zone (ZBE): rules, labels & fines
Madrid has a city-wide low emission zone (Madrid ZBE) and two stricter special protection zones, Distrito Centro and Plaza Elíptica. Since 2025, unlabelled ('A') passenger cars not domiciled and taxed in Madrid have been banned city-wide. Since 7 April 2026, a transitional regime has allowed certain unlabelled vehicles while NO2 limits are met. A 2024 TSJM ruling annulled parts of the 2021 rules, and the city re-regulated the zones through Ordenanza 2/2026.

Notes: Warning period for DT7 vehicles had been extended by Junta de Gobierno (29 Dec 2025) to 31 Dec 2026, but per the official page it no longer applies from 7 Apr 2026 because DT7 replaced it. TSJM judgment of 17 Sep 2024 (P.O. 570/2021, appeal by Vox) partially upheld the appeal against Ordenanza 10/2021 and declared null, among others, the provisions giving new wording to OMS articles 22 (paras 5, 6, 7, 10), 23 and 24, Annex II sections on transitional rings and signage of Madrid ZBE, Annex III (ZBEDEP Distrito Centro) and Annex IV (ZBEDEP Plaza Elíptica); the operative part was published in BOCM on 3 Jun 2026 (mad-bocm-2026-06-03). Press reports the Supreme Court declined to admit the city's cassation appeal in April 2026, making the annulment final (mad-press-ts-inadmision; search result only, not opened). The city approved Ordenanza 2/2026 of 24 March (published BOAM no. 10.103 of 10 Apr 2026; corrections in BOCM 7 May 2026) re-regulating the special protection ZBEs (mad-bocm-2026-05-07).
