Málaga low-emission zone (ZBE): rules, labels & fines
Málaga's low emission zone barred unlabelled cars and motorcycles not domiciled in the city from 30 November 2025. Following a court ruling notified on 13 October 2026 that annulled the ordinance's ZBE articles (not yet final), the city stopped issuing ZBE fines from 14 October 2026 and plans refunds. The planned extension to B-label vehicles from 30 November 2026 lost its legal basis.

Notes: A court ruling notified 13 Oct 2026 partially upheld an appeal and annulled only the ordinance's ZBE articles. The municipal note refers to them as 'artículos XI y XV' and does not name the court; press identifies the TSJA and reports it found the resident vs non-resident distinction discriminatory. The ruling was not final as of 19 Oct 2026. The cassation deadline is 30 business days from 13 Oct 2026, and the city says it will not appeal and will draft new rules. The 'annulled' legal status reflects this non-final annulment. Press (Aug 2026) had reported an earlier TSJA ruling in June 2026 that was subject to a clarification request; the dates are inconsistent across press.
