Valencia has no low emission zone in force. An ordinance received initial approval in February 2025, but press reports the city council plenary rejected the ZBE regulation on 28 October 2025. No later approval was found.

Notes: Plenary gave initial approval on 25 Feb 2025 (official), with a planned calendar: informative phase to 30 Nov 2025; sanctions from 1 Dec 2025 for label-A cars, motorcycles and mopeds registered outside Valencia province; from 1 Jan 2027 province-registered (excluding city); from 1 Jan 2028 all. On 28 Oct 2025 the plenary rejected the ZBE regulation (Vox, Compromís and PSPV voted against) per press; the press article frames the vote as on the PMUS change to include the ZBE. In March 2026 press reported Vox still opposed. No official source confirming a later approval was found as of 2026-11-05; status after March 2026 is unverified.
