Many ordinances distinguish between vehicles registered in the municipality and vehicles from elsewhere, or provide grace periods, special permits (for example for people with reduced mobility or essential services) and phased timetables.
There is no single rule for the whole of Spain: each ordinance defines its own exemptions, requirements and application deadlines.
