Ávila low-emission zone (ZBE): rules, labels & fines
Ávila's low emission zone ordinance was annulled by the High Court of Castilla y León (TSJCyL), per press in June 2025, for a procedural defect: it was approved before the zone was included in the Sustainable Urban Mobility Plan. The zone did not take effect on 1 July 2025 as planned. In September 2025 the council said it was adapting the mobility plan and would then approve a new ordinance, with no timeline. No new ordinance was found.

Notes: Press only; the TSJCyL ruling's date and number and whether it is final were not found. The appeal was brought by ten local residents (press). The court reportedly rejected the substantive claims against the zone and annulled on procedure. Planned rules mentioned by the council would let residents, parking-space owners and non-compliant vehicles access without consequences. A Sept 2024 PP motion had set a sanctions moratorium (press, not opened).
