Badajoz low-emission zone (ZBE): rules, labels & fines
The High Court of Extremadura (TSJEx) declared Badajoz's low emission zone ordinance null and void in a ruling announced on 25 March 2025 (ECLI:ES:TSJEXT:2025:205), on an appeal by the association Liberum. The court held that the zone had to be set up through a Sustainable Urban Mobility Plan, not by ordinance alone. The ruling was not final when announced. No later Supreme Court decision or replacement ordinance was found.

Notes: Judicial facts from the CGPJ press note: TSJEx contentious-administrative chamber upheld Liberum's appeal and declared the ordinance 'nula de pleno derecho'; reason: ZBE not established through a PMUS (art. 14.3 Ley 7/2021), and the plan had no public information procedure or plenary approval; ruling not final, cassation possible before the Supreme Court. Whether a cassation appeal was filed or decided was not found. The ordinance's content (restrictions, boundary, fines) was not reviewed.
