Barakaldo low-emission zone (ZBE): rules, labels & fines
Barakaldo has no ZBE in force and no fines. A third-party guide (October 2026) reports that the council gave initial approval to the mobility plan and the ZBE technical project on 29 December 2025 (announced in the Bizkaia bulletin on 31 December 2025) and, per local press, definitive approval of the technical project with the 'Zona Centro Ampliada' boundary on 25 June 2026. The regulating ordinance, needed for restrictions and fines, has not reached initial approval.
