Barcelona low-emission zone (ZBE): rules, labels & fines

Barcelona's low emission zone (ZBE Rondes de Barcelona) bans vehicles without a DGT environmental label, or foreign equivalents, from the area inside the ring roads on working days from 07:00 to 20:00. Foreign-registered vehicles must register with the AMB before entering. The city suspended the zone from late January 2026 during the Rodalies rail crisis, and press reports it was reactivated on 16 March 2026.

Notes: Judicial history: the TSJC annulled the 2019 Barcelona ZBE ordinance in March 2022 (bcn-3cat-tsjc-2022); the Supreme Court (STS 4853/2023, 2 Nov 2023) rejected the cassation appeals and confirmed the annulment (bcn-uria-sts-2023, law-firm publication). Legal press reports the city approved a new ordinance in force since 2023 (bcn-ej-ordinance-2023; only seen as a search result, not opened). No ruling against the current ordinance was found; judicial status of the current text is therefore 'unknown'. Temporary suspension: the Mayor signed a decree on 3 Feb 2026 suspending ZBE application in the municipality 'sine die' due to the Rodalies rail crisis (bcn-ajt-suspension-2026); press reports the restriction had been deactivated from 22 Jan 2026 and reactivated on 16 Mar 2026 by mayoral decree (bcn-3cat-reactivation-2026, press). 'fines_issued' reflects the reactivated sanction regime per press; actual current fining not confirmed on an official page. The AMB FAQ page (zbe.barcelona/en/.../faqs.html) redirected to amb.cat and returned HTTP 403, so it could not be read.
