Cartagena low-emission zone (ZBE): rules, labels & fines
Cartagena's ZBE ordinance (historic centre and Ensanche) was approved on 30 March 2022 and published in the regional gazette (BORM) on 25 April 2023. It is framed as a reversible pilot. It does not set a permanent ban by DGT label; it allows experimental access restrictions, restrictions during pollution episodes and traffic calming. We found no official source showing that a label-based access ban is being enforced.

Restrictions
The ordinance regulates traffic of 'most polluting vehicles' (L, M and N vehicles without a DGT label) through measures rather than a fixed ban: experimental access restrictions in specific areas and hours, access restrictions in the Ensanche or historic centre on days when air-quality thresholds are exceeded (pollution protocol), restrictions in the Centro during crowds (cruise arrivals, events), superblocks, 10/20/30 km/h zones and pedestrianisation. Any access regulation would not apply for one year to N1–N3, M2–M3 and certain low-income professional M1/L vehicles.Boletín Oficial de l…

Notes: Ordinance text read in the BORM (no. 94, 25 Apr 2023; enters into force the day after publication per its final provision). Third-party sites disagree on whether any daily label control exists; no official confirmation of an active label ban or of fines was found. Web search was exhausted before 2025–2026 municipal news could be checked.
