Cuenca low-emission zone (ZBE): rules, labels & fines

Cuenca's 'Zona Centro' ZBE has been in force since late December 2025 (ordinance published in the Cuenca provincial bulletin on 28 November 2025), according to a third-party guide. Since 1 January 2026, vehicles without a DGT label may not enter, 24 hours a day; vehicles registered (empadronados) inside the zone are exempt. Fines are under a moratorium that the plenary reportedly extended on 29 June 2026 to 31 December 2027 (not yet published in the bulletin). B labels are to be added from 2034 and C from 2039.
