El Prat de Llobregat low-emission zone (ZBE): rules, labels & fines
El Prat de Llobregat's low emission zone (part of the Barcelona metropolitan ZBE system) bans vehicles without a DGT environmental label from the urban core on working days from 07:00 to 20:00. Its ordinance has been in force since April 2024. Press reports fines of EUR 200 for cars and motorcycles from 2 September 2024, and the ordinance extends sanctions to vans, lorries and buses from 1 January 2025. Foreign vehicles must register with the AMB metropolitan register. The zone was among those suspended in early 2026 during the Rodalies crisis. The Generalitat asked municipalities to restore the zones in March 2026, but El Prat's own reactivation date was not confirmed.

Registration required
Foreign vehicles not registered in the AMB 'Registre metropolità de vehicles estrangers i altres vehicles autoritzats' may not drive in the ZBE (art. 9.3). Non-compliant foreign vehicles must register and request a daily authorisation (art. 11.1.a.ii). Notes: Ordinance text checked in the BOP (24 Apr 2024); it enters into force the day after full publication (final provision). Transitional provision two puts the start of sanctions for M1/L six months after publication (about late Oct 2024), while press reports fines from 2 Sep 2024; the discrepancy is unresolved. The July 2024 TSJC annulments covered Esplugues, Sant Adrià, Cornellà and L'Hospitalet, not El Prat; no challenge to El Prat's 2024 ordinance was found. Rodalies crisis: Motor16 (10 Mar 2026) lists El Prat among the ZBEs suspended from late Jan 2026. On 10 Mar 2026 the Generalitat asked municipalities to restore the zones, each on its own calendar (Diari de Tarragona). Barcelona's Rondes ZBE reactivated on 16 Mar 2026, but no source confirming El Prat's reactivation date was found, so operational and enforcement status are marked unknown. The AMB and El Prat ZBE web pages returned HTTP 403 or had no content.
