Elche low-emission zone (ZBE): rules, labels & fines

Elche's ZBE ordinance was definitively approved in December 2023, and amended annexes 2 and 3 took effect on 31 December 2025. The city says that in the first phase, until 2030, there are no general access, driving or parking restrictions for most vehicles: only municipal vehicles, buses and concession-company vehicles without an environmental label are restricted. Other limits apply only during pollution episodes. Later phases follow a calendar that is reviewed every six months before activation.
