Granollers low-emission zone (ZBE): rules, labels & fines

Granollers's low emission zone took effect on 31 December 2025. It covers half a square kilometre around the pedestrian island, on working days 07:00–20:00, and restricts vehicles without a DGT label. Vehicles of people registered in the ZBE and those with listed authorisations are allowed, and other unlabelled vehicles get 24 working days a year. The council says breaches will be sanctioned via plate-reading cameras. Whether fines are being issued was not confirmed.

Registration required

All vehicles are subject to the same restrictions regardless of country of registration. Foreign-plated vehicles must first apply for authorisation in the Register of Authorised Vehicles; those with type approval equivalent to DGT labels can obtain it. Notes: Press coverage of the Sindicatura de Comptes report (Sept 2026) lists Granollers among municipalities that imposed no fines in 2025, which predates the 31 Dec 2025 start. An earlier 3Cat report said full activation depended on the Generalitat's enforcement platform. Current fining is therefore 'unknown'. The ordinance text in the BOP was not read.
