Guadalajara low-emission zone (ZBE): rules, labels & fines
Guadalajara's low emission zone ordinance, definitively approved on 1 March 2024, was declared null and void by the High Court of Castilla-La Mancha in judgments 178/2026 and 179/2026 of 15 April 2026. The court found it had been approved without a prior Sustainable Urban Mobility Plan covering the ZBE. A municipal legal report published in the BOP on 5 May 2026 considers a cassation appeal unlikely to succeed. Before the ruling, fines were under a moratorium (proposed extension to 31 December 2027).

Notes: Judicial facts from the municipal legal report in BOP 5 May 2026: appeals by 'Guadalajara Despierta' (P.O. 238/2024) and Asociación Liberum (P.O. 237/2024) upheld; nullity ex tunc; municipal legal service sees little chance for cassation. Whether the judgments are now final (no cassation filed) was not confirmed. Operational status 'not_operational' follows from the annulment and the report's statement that the ordinance is expelled from the legal order; ZBE-specific parking rates are treated as inapplicable.
