L'Hospitalet de Llobregat low-emission zone (ZBE): rules, labels & fines

L'Hospitalet lies inside the ZBE Rondes de Barcelona. Its 2020 ZBE ordinance was annulled by the Catalan High Court (TSJC) in July 2024. The city council definitively approved a new ZBE ordinance on 19 December 2025; it was published in the Barcelona provincial bulletin (corrected version dated 29 December 2025). It bans vehicles without a DGT label on working days 07:00–20:00, extends to B-label cars and motorcycles from 1 January 2028, and sets a EUR 200 fine. Whether fines are currently being issued under the new ordinance was not confirmed.

The ordinance applies to all L, M and N category vehicles and does not give campervans or motorhomes a separate rule; access depends on the DGT label (or equivalent registration for foreign vehicles).

Notes: Legal status is from the BOPB edict (corrected publication dated 29 Dec 2025, CVE 202510202438), which replaced an incorrect 23 Dec 2025 announcement. The final provision says the ordinance enters into force the day after full publication in the BOPB; the exact entry-into-force date was not confirmed separately. Operational and enforcement status under the new ordinance were not confirmed by an official page (no ZBE page found on l-h.cat). Press (3Cat, May/Sep 2025) reported L'Hospitalet was not fining while it prepared the new text.
