Leganés low-emission zone (ZBE): rules, labels & fines
No ZBE is in force in Leganés. A third-party guide updated in October 2026 says a draft ordinance went to the local government board in July 2025 but was never approved or published in the BOCM, and that the mayor has placed implementation in 2027 or 2028. Press in July 2025 reported the council was holding back while national rules changed. No fines are issued.
