Melilla low-emission zone (ZBE): rules, labels & fines

Melilla has no ZBE traffic restrictions in force and no fines. A third-party guide (October 2026) reports the zone was delimited by Decree no. 1403 of 9 May 2023, but the regulation that develops it only has initial approval (Assembly, 15 July 2026; BOME no. 6401 of 31 July 2026). Even once approved, its effects are postponed twelve months, and the first phase would restrict only parking, not driving.
