Mollet del Vallès low-emission zone (ZBE): rules, labels & fines

Mollet del Vallès has a ZBE ordinance in force (published May 2024) covering a small central area. Vehicles without a DGT label are banned on working days from 07:00 to 20:00. The zone has operated permanently since 1 January 2025, with a €200 fine for all vehicle categories from 1 May 2026. Press reports suggest fines may not actually have been issued.

Foreign-registered vehicles

Registration required

Foreign-plated vehicles meeting equivalent emission requirements but not in the DGT database are exempt only if validly registered in the register of vehicles authorised in the ZBE; non-compliant foreign vehicles may obtain daily occasional-access authorisations after registering. The ordinance says the register may be municipal or supramunicipal; its URL was not found (molletvalles.cat returned HTTP 403).Butlletí Oficial de …

Campervans & motorhomes

Not addressed in the sources checked. Campervans/motorhomes are not given a separate rule; access depends on the vehicle's DGT label (or equivalent proof for foreign vehicles) like any other motor vehicle. Not verified for this vehicle type.

Exemptions

  • • Exempt (with registration): vehicles transporting people with reduced mobility; emergency and essential services (medical, funeral, civil protection, fire, police); vehicles transporting people with illnesses or disabilities that prevent public transport use; compliant foreign vehicles.Butlletí Oficial de …
  • • Authorisations: occasional access up to 24 days a year (not during NO2 episodes); income below 2× IPREM (annual, renewable); owners buying a new compliant vehicle; vehicles registered on boundary streets needing access to their garage; residents empadronats in the ZBE, pedestrian-area permit holders and parking-space holders in the zone at entry into force (until the ZBE review); singular-use vehicles listed in annex 4.Butlletí Oficial de …

Fines

Amount stated by official source: €200

Serious infraction under art. 76 z3 RDL 6/2015, €200 (art. 17), which may be increased by 30% in the cases of art. 81, including during declared pollution episodes. Whether fines are actually being issued is unconfirmed: in 2025 press said sanctions awaited the Generalitat's technology platform, and press in September 2026 cites a Sindicatura de Comptes report saying Mollet had imposed no ZBE fines (period up to 31 March 2026).Butlletí Oficial de …3CatMotor16

Boundary & map

Streets inside the area bounded by Av. Jaume I, c. Roger de Llúria, Rambla Pompeu Fabra and c. Berenguer III; these boundary streets are excluded from the ZBE. Press (from the council) cites about 3,000 residents and 800 registered vehicles inside.Butlletí Oficial de …Sostenible.cat (font…

Notes: Ordinance text published in the BOP on 10 May 2024 after initial approval on 18 December 2023 with no objections; it enters into force 15 working days after publication. Municipal news (via sostenible.cat) says the ZBE operates permanently from 1 January 2025 (previously only on NO2 episode days). Enforcement is unclear: press in 2025 reported cameras and signs installed but sanctions pending the Generalitat platform, and press in September 2026 cites a Sindicatura de Comptes report that Mollet imposed no fines. Press (Feb 2026) lists Mollet among ZBEs temporarily suspended during the Rodalies crisis; no municipal decree or reactivation notice found. The municipal website (molletvalles.cat) returned HTTP 403 and could not be checked.
