Reus low-emission zone (ZBE): rules, labels & fines
Reus definitively approved its ZBE ordinance on 25 April 2025 (BOP de Tarragona, 20 May 2025). The ZBE covers 2.68 km² of the city centre inside the ring of avenues, on working days 07:00–19:00. Since phase 3 (1 December 2025), unlabelled vehicles can be fined unless they belong to Reus residents paying the local vehicle tax or another exemption applies. From 31 December 2027, B-label vehicles are also covered. Four contentious-administrative appeals against the ordinance are pending before the TSJC.
