Rubí low-emission zone (ZBE): rules, labels & fines
Rubí's low emission zone ordinance was finally approved on 30 October 2025 and published in full in the Barcelona provincial bulletin on 30 December 2025. It covers about 55 ha of the town centre on working days 07:00–20:00. Unlabelled vehicles are phased in, with all categories from 1 May 2026, and B-label vehicles from 2028. Press reports the zone was suspended from 26 January 2026 during the Rodalies rail crisis. Its reactivation and whether fines are actually issued could not be confirmed, because the council's website blocked access.

Foreign-registered vehicles
Registration required
Foreign-plated vehicles that meet technological and emission requirements equivalent to the permitted DGT labels, and are not in the DGT database, are exempt but must be validly registered in the Register of vehicles authorised in the ZBE (Annex 3). Foreign vehicles that do not meet those requirements may obtain daily authorisations (max. 24 days per calendar year) after prior registration (Annex 4.1.a.ii). The ordinance says the register may be municipal or supramunicipal; the registration URL was not identified. Rubí is not an AMB municipality, so the AMB metropolitan register should not be assumed to apply.Butlletí Oficial de …
Campervans & motorhomes
Not addressed in the sources checked. Campervans/motorhomes are not given a separate rule in these sources; access depends on the vehicle's DGT label (or proof of equivalence for foreign vehicles) and the exemptions listed. Not verified for this vehicle type.

Fines
Breaching the ZBE restrictions is a serious infraction under art. 76.z3 of the traffic law (RDL 6/2015), fined at the amount set for serious infractions and the municipal schedule (Nomenclàtor). The ordinance does not state the euro amount. It may be increased by 30% for repeat offences within a year or during a declared pollution episode. Applying the sanctions regime depends on the authorisation register and access-control systems actually being in place.Butlletí Oficial de …

Notes: Legal text checked in the BOP. Entry into force is inconsistent: final provision one says the day after BOP publication (30 Dec 2025, so 31 Dec 2025), while the plenary agreement says after BOP publication and 15 working days from notice to the State and Generalitat. Operational status could not be verified because rubi.cat returned HTTP 403. Search excerpts of two council pages (not opened) say the ZBE started on 29 Dec 2025 and was suspended from 26 Jan 2026 because of Rodalies disruption. One of them says an update of 25 Mar 2026 announced reactivation on 1 Apr 2026; this is unconfirmed. TOT Rubí (30 Jan 2026) confirms the suspension. In Nov 2025 the trade association reported that authorisations/exemptions could not yet be requested. Because sanctions depend on the register being implemented, whether fines are issued is unknown.
