Sabadell low-emission zone (ZBE): rules, labels & fines

Sabadell's ZBE ordinance took effect on 19 December 2024, and the city activated the zone in the city centre on 15 September 2025 without fines at first. The city said full enforcement with fines would start on 1 December 2025, but its FAQ says fines depend on the vehicle register being in operation. Vehicles without a DGT label are restricted on working days 07:00–20:00. Residents of the zone and other groups can get temporary authorisations. Current fining status was not confirmed, and press reports the zone was briefly suspended during the January 2026 Rodalies rail crisis.

Restrictions

  • Vehicles without a DGT environmental label may not drive in the zone (e.g. petrol cars before Euro 3, usually registered before 2000; diesel cars before Euro 4, usually before 2006; motorcycles before Euro 2, usually before 2003). Vans (N1), trucks (N2, N3) and buses (M2, M3) have a two-year moratorium from the start of sanctioning. B-label vehicles are not restricted by the ordinance until 2035, although the city notes Catalan Decree 132/2024 foresees earlier B restrictions.Ajuntament de SabadellAjuntament de Sabadell

Foreign-registered vehicles

Registration required

The city states foreign-plated vehicles are subject to the same restrictions and must request authorisation in advance in the Registre de Vehicles autoritzats; those with equivalent emission technology can obtain it. At the time of the FAQ the register was not yet open.Ajuntament de Sabadell

Campervans & motorhomes

Not addressed in the sources checked. Campervans/motorhomes are not given a separate rule; access depends on the DGT label. Not verified for this vehicle type.

Exemptions

  • • Temporary authorisations for residents registered in the zone with the vehicle registered there when the ordinance took effect, low-income households (below twice the IPREM, scaled by household size), professionals close to retirement, owners or tenants of parking spaces in the zone, and market traders. Unlabelled vehicles may also enter up to 24 times a year without a specific request.Ajuntament de Sabadell

Fines

The city FAQ refers to articles 18 and 19 of the ordinance for the sanctions regime but states no amount; the ordinance text was not opened.Ajuntament de Sabadell

Notes: Municipal news (12 Sep 2025) says the ZBE activates on 15 September 2025 without initial fines and that from 1 December 2025 sanctions apply; the municipal calendar page says the same without a year. The municipal FAQ says the sanction start is conditional on the vehicle register being implemented, so actual fining is unconfirmed. Press lists Sabadell among Catalan cities that temporarily suspended ZBE restrictions during the January 2026 Rodalies rail crisis (not verified on an official page; end date unknown).
