Salamanca low-emission zone (ZBE): rules, labels & fines
Salamanca's ZBE ordinance was definitively approved on 28 May 2024 and published in the BOP de Salamanca no. 109 on 6 June 2024. ZBE 1 (the largely pedestrian historic centre, enlarged when the ordinance took effect) is access-controlled: residents, garage holders, essential services, PMR card holders and purpose-authorised vehicles may enter. Label-based restrictions for the wider area reportedly start only in 2029. In January 2026 the regional ombudsman (Procurador del Común) asked the city to review whether the ordinance meets legal requirements and, if not, to suspend it.
