San Cristóbal de La Laguna low-emission zone (ZBE): rules, labels & fines

La Laguna has no ZBE ordinance in force and no restrictions or fines. Its 2023 sustainable mobility plan foresees a ZBE in three areas (historic centre, San Honorato and Camino La Villa). In May 2026 the local government board commissioned the public company Sagulpa to develop the ZBE technically, including drafting the ordinance; press reports the council expects the zones to work fully in early 2027. Not to be confused with the separate Santa Cruz de Tenerife ZBE.

Notes: The Defensor del Pueblo (resolution of 3 Dec 2024) records the council's statement that its PMUS (approved 21 Mar 2023) includes a planned ZBE in three areas, and classes La Laguna among municipalities that had not started ZBE approval procedures; the recommendations show no response. The May 2026 Sagulpa commission (EUR 99,194; six-month term) is reported by press only.
