Talavera de la Reina low-emission zone (ZBE): rules, labels & fines
Talavera de la Reina's low emission zone ordinance was published in full in the Toledo provincial bulletin on 23 September 2026 and enters into force 15 working days later. It covers two small central areas (Trinidad and the Historic Centre). The zone is inactive by default: restrictions on B-label and unlabelled vehicles apply only if the council activates it after air-quality thresholds are exceeded, and no activation has been found. No fines are imposed in the first six months.

Restrictions
Dormant restriction, applied only if the ZBE is activated. By default all vehicles may enter, drive and park in the Trinidad zone (art. 14). If air-quality thresholds are exceeded and the ZBE is activated by mayoral resolution (arts. 2, 11, 16–18), vehicles with the DGT 'B' label, 'A'/no label may not access the ZBE except under the ordinance's exemptions; 'C' vehicles have access 'restricted as set out in the detailed report at the time of activation'; '0 Emisiones' and 'ECO' vehicles may enter freely. Art. 19.1 separately says 0, ECO and C vehicles have access 'in any circumstance', which conflicts with art. 18 on C vehicles. Art. 11 lists daily-average reference values (PM2.5 25 µg/m³, PM10 45 µg/m³, NO2 50 µg/m³, SO2 50 µg/m³, CO 4 mg/m³, O3 100 µg/m³).Boletín Oficial de l…

Mopeds (L1e, L2e, L4e, L6e and equivalents) are exempt; residents and garage users inside the ZBE can get an annual permit if the vehicle is on the Talavera vehicle-tax (IVTM) roll. Foreign-registered vehicles
Not verified
The ordinance does not mention foreign-registered vehicles. It creates a Municipal Register of Authorised Vehicles (art. 21) for exempted/authorised vehicles, but says nothing about how foreign vehicles without a DGT label would be treated during an activation.Boletín Oficial de l…
Campervans & motorhomes
Not addressed in the sources checked. Campervans/motorhomes are not given a separate rule in these sources; access depends on the vehicle's DGT label (or proof of equivalence for foreign vehicles) and the exemptions listed. Not verified for this vehicle type.

Notes: The ordinance was finally approved on 4 Sep 2026 and published in full in BOP Toledo on 23 Sep 2026; it enters into force 15 working days after publication (final provision four). By our count that is about mid-October 2026, but no source states the exact date. The zone is inactive by default and restrictions apply only after a mayoral activation for exceeded air-quality thresholds; no activation was found. Transitional provision one gives six months to register authorised vehicles and then says only registered vehicles may access the ZBE, without saying 'when activated'; read with arts. 2 and 14 this appears to refer to activations, but the text is ambiguous. The two-month window for a court challenge (from 23 Sep 2026) had not yet closed on 2026-11-05. The pending national change to RD 1052/2022 (effectiveness requirement) could affect this activation-only model.
