Toledo low-emission zone (ZBE): rules, labels & fines
Toledo has no low emission zone ordinance in force. The council's technical project (Junta de Gobierno Local, 2 September 2025) plans a permanent 24-hour ZBE in the historic centre, with only C, ECO and 0 vehicles allowed freely, and residents and other listed groups exempt. Press reported in July 2026 that the ordinance was rejected by the plenary in November 2025 and that the ministry had extended the deadline to 30 September 2026, with nearly EUR 10 million in mobility funds at stake. Its status after that deadline was not found.
