Torrelavega low-emission zone (ZBE): rules, labels & fines

Torrelavega's small central low emission zone has been in force since 9 August 2024 and fully operational since 10 June 2025. Vehicles without a DGT label are restricted except for 24 free entries a year, underground car park use and listed exemptions. B-label and better vehicles may enter. The fine is €200, and press reports fines notified from 2026. Court challenges were dismissed in February 2026, but the rulings are not final.

Notes: Ordinance definitively approved on 30 July 2024, published in BOC on 8 August 2024 and in force from 9 August 2024, with a 6-month moratorium on fines that was extended; the municipal website says the zone is fully operational from 10 June 2025. On 10 February 2026 the TSJ of Cantabria dismissed two appeals by the association 'Salvemos Torrelavega' against the ZBE delimitation (March 2024) and the ordinance; the rulings are not final and can be appealed to the Supreme Court. Some press claims B-label vehicles were banned from Cantabrian ZBEs from May 2026; the official ordinance and municipal website say B-label vehicles may always enter, and no amendment was found. The schedule wording differs between the ordinance and the website.
