Vilanova i la Geltrú low-emission zone (ZBE): rules, labels & fines
Vilanova i la Geltrú's low emission zone and ordinance were finally approved on 13 April 2026 and published in full in the Barcelona provincial bulletin on 2 June 2026, with entry into force 15 working days later. The zone covers the central pedestrian-priority area on working days 07:00–20:00 and restricts unlabelled vehicles. Vehicles domiciled in the town are exempt. Sanctions are phased in: unlabelled cars and motorcycles from 1 July 2026, all categories from 1 July 2027. Sanctions depend on the register and access controls actually being in place, and camera enforcement could not be confirmed.

Foreign-registered vehicles
Registration required
Foreign-plated vehicles that meet technological and emission requirements equivalent to the permitted labels, and are not in the DGT database, are exempt but must be validly registered in the ZBE authorised-vehicle register (art. 11.1.d and 11.2). Non-compliant foreign vehicles may get daily authorisations after prior registration (art. 12.1.a.ii). No daily authorisations are granted during NO2 episodes. The register may be municipal or supramunicipal; no registration URL was found.Butlletí Oficial de …
Campervans & motorhomes
Not addressed in the sources checked. Campervans/motorhomes are not given a separate rule in these sources; access depends on the vehicle's DGT label (or proof of equivalence for foreign vehicles) and the exemptions listed. Not verified for this vehicle type.

Notes: Legal text checked in the BOP (2 Jun 2026). Entry into force is 15 working days after publication; by our count about 23 Jun 2026, but no source states the date. The council's ZBE page (opened 2026-11-05) is outdated: it still says final approval is expected in Q1 2026 and gives hours of 08:00–21:00, which conflicts with the ordinance's 07:00–20:00 (art. 7.3). The ordinance prevails. No source confirms that cameras, signage or the register are operating, or that fines have been issued; the ordinance makes sanctions conditional on these. The ZBE was not yet active during the Jan–Mar 2026 Rodalies suspensions. No court challenge was found.
