Notes: The Consejo de Cuentas de Castilla y León report (published 26 March 2026) states the council had not initially approved the ordinance, which was being drafted, and that the procedure was 'markedly delayed'. In its allegations signed 25 February 2026 the council said it would amend the PMUS and bring the ordinance for initial approval at the March 2026 plenary, and that no access toll is planned. No confirmation of that initial approval was found as of 2026-11-05; the municipal site zamora.es returned no ZBE page. Status after March 2026 is unverified.
